The empire was divided into 42 administrative jurisdictions and for each jurisdiction an official was appointed. Which he was responsible for justice & security in his jurisdiction. Many officers were used originally to guard tombs and wealthy homes. Later on the army & security guards were used to police the borders, guard homes, tombs, & police the markets.
It's a collection of 282 laws. Includes economics laws, family law, & criminal laws. These laws dictated everyday life in Babylon. The Code entrusted the messengers with the detection of violation. Civil & criminal, as well as the punishment of individuals who were found guilty of violating the Code.

Periods
In Athens publicly owned slaves were used by magistrates as a police force. A group of 300 Scythian slaves (the so called “rod-bearers”) was used to guard public meetings to keep order & control the crowds, & assisted in dealing with criminals, handling prisoners, & making arrests. The first ancient police were order, demeanor, hygiene, protection of morals, market police surveillance, supervision of construction, surveillance of foreigners, the prevention of public accidents, etc.
One of the earliest forms of policing in Rome was created by the emperor Augustus. Augustus divided the city of Rome into 14 regions (wards). The Cohortes Urbanae protected the capital & other large cities in the Roman Empire. These troops not only acted as a police force, but also in battle when needed.
