jan 1, 3502 BC - The empire was divided into 42 administrative jurisdictions and for each jurisdiction an official was appointed. Which he was responsible for justice & security in his jurisdiction. Many officers were used originally to guard tombs and wealthy homes. Later on the army & security guards were used to police the borders, guard homes, tombs, & police the markets.
