One of the earliest forms of policing in Rome was created by the emperor Augustus. Augustus divided the city of Rome into 14 regions (wards). The Cohortes Urbanae protected the capital & other large cities in the Roman Empire. These troops not only acted as a police force, but also in battle when needed. (mar 1, 7 BC – oct 1, 18)
