New tools were sought by progressive reformers as methods to counter corruption in government. Tools such as the initiative, referendum and recall were adopted by several western states to give the electorate more direct influence on legislation and state government officials. In 1913 the 17th Amendment to the US Constitution established the practice of direct election of US Senators.
