Homeless blacks wandered the South and local officers set up Freedman’s Bureau. The organized terror made the black freedom seem meaningless and the old elites were still in power and states enacted on Black Codes which resembled the old slave codes and set heavier penalties for blacks. When Johnson refused to protect The Bureau, Grant issued Order No.3 which required army commanders to protect federal personnel from prosecutions for lawful acts and to protect blacks against too harsh punishments.
