Lincoln declared all slaves in states still in rebellion to be free as of January 1st, 1863
Did not include slaves in the border states that had remained in the Union or slaves in the parts of the Confederate states already occupied by the Union
Outcome: Few slaves were actually freed – no immediate effect because Confederate States did not act on Lincoln’s order
Significance:
Lincoln’s proclamation would be the Federal Government’s 1st official step toward the abolition of human slavery
