This specific plan was Proposed by William Paterson thus the nickname "the Paterson Plan". It was basically a hate play on the Virginia plan and it was suppose to counter that and give another option which if you think about it was kind of brilliant. Unfortunately for him James Madison was his oposition and like anyone defending him Madison struck fear into their souls with his great skill moves and silky dribbling. Haha I'm just playing with you whilst James Maddison is a brilliant Soccer player I'm talking about James Madison the politician. He also was some tough competition and proved to be too tough. The plan was rejected but fortunately for Paterson some of his Ideas were still used in the Constitution and it would be a different country without him.
