Was a leading federalist (so his party opposed the Bill of Rights)
But he decides to draft it to appease the anti-Federalists
Gave individual's fundamental rights
The Federalists really wanted it
First 10 Amendments to the Constitution
Freedom of religion, speech, and the press
Right to bear arms
Right to have a fair trial by jury
Right to assemble and petition the government
Prohibits cruel and unusual punishment
Prohibits arbitrary government seizure of private property
Ninth amendment: certain rights "shall not be construed to deny or disparage others retained by the people"
Tenth amendment: all rights that aren't explicitly given to/prohibited by the constitution are given to the states or the people
