Proposed by the state of Virginia to the Constitutional Convention
“Big-state plan” → representation by population → better for bigger states with bigger populations
Proposed a bicameral legislation
One house with members directly elected by the people
And another house with members elected by state legislature
Representation in both houses was based off of population
And a central government with three branches: executive, judicial, legislative
