Summary: Homer Plessy (mixed but classified as black) participated in a public test where he sat in a whites-only car on a train and was arrested.
People involved: Homer Plessy and Ferguson (the judge who continually ruled against Plessy)

Cause: Racism combined with planning of the people who arrested Plessy
Effect: The idea of “separate but equal” but equal wasn't really implemented
