Robert Holzmann was hired as Director of this new unit to lead the process of developing a strategy for the sector and became a powerful driving force behind the idea of defining poverty as social risk.41 The concept of social risk allowed its advocates to redefine social transfers and safety nets as productive investments, thus increasing the importance of social protection within the institution
