Significance: Joseph Tweel makes a scene around the presence of other staffers who do not know him as he makes the statement, "I'm gonna' sign up even though Fouty told me that if he caught me here, he would call DPS... fuck that, the Dean told me I could reapply." This further perpetuates a negative environment within the station.
