how states affect development? they can both contribute and prevent development. the best outcomes are in "embeded autonomy"- on the one hand state bureaucracy is autnomous from economic group influnece, on the other it woks closly with society and allows economic private initiatives (midwifery and husbandry). this will depend on state structure- predatory or developmental.
