Improvements for Wailuku

Description:
Wailuku was seen as a blighted urban area compared to Kahului's pleasant and appealing community, so plans went underway to address this. A new street pattern was implemented to increase the roadway capacity. An affordable housing crisis was also identified, which led to the construction of two new Project Districts.
