Description:
Ruled after the first revolution in February 1917, and promoted freedom of expression, assembly and religion. However became unpopular because they were ineffective, there were food shortages, there was a power struggle between the soviets and the government, the involvement in the first world war was unpopular and peasants wanted land reform.
