Description:
Mikhail Gorbachev decided to restore the Congress of Soviets. Now it was called the Congress of People's Deputies and was the highest body of the country. The Supreme Soviet was henceforth elected by the Congress. The Congress met in the Moscow Kremlin.Added to timeline:
