Description:
The age of criminal responsibility at that time was seven. Children above the age of seven were hanged, imprisoned and transported equally with adults. Philantrophists viewed this treatment as harsh and brutalizing, thus, leading to demands to improve the prison conviction of adults and to remove children first from from adult forms of punishment.
