Description:
Summary: The emancipation proclamation promised freedom. Well they only promised freedom for slaves in states in rebellion to be freed as of January 1st 1863.
Outcome: Few slaves were actually freed but no immediate effect because confederate states did not act on Lincolns order.
Significance: Lincolns proclamation would be the federal governments 1st official step toward the abolition of human slavery
