The term terrorist and terrorism were used in the administration before July 1968, but they meant different things to different advisors. Some used terrorism interchangeably with insurgent or guerrilla. The CIA used the term to denote certain tactics like use of torture or indiscriminate killing of civilians, rather than the character or motivations of the groups. But it was used to describe actions of both friendly governments and communist insurgents etc.
The concept of international terrorism also hadn't emerged - Johnson admin viewed it as regional phenomena

During this time, in the Middle East, Johnson admin didnt view terrorism in the prism of cold war (unlike latin america). They recognized Palestinian terrorism, but not directed at the US. Washington concluded that Middle East terrorism had 2 factors: (1) struggle between radical arab regimes and more moderate regimes over future direction of regional politics and (2) Palestinian problem which affected the stability of Israel and Jordan
