Huge military build up leading to deficit spending, however, this build up helped the START talks. The purpose of the START talks were to decrease the stockpile of nuclear weapons of both the U.S. and the Soviet Union. SDI also starts as a trial program. Reagan also referred to the Soviet Union as the ¨Evil Empire¨ where people did not have the same rights that the American people had.
