Due to over expansion, Emperor Diocletian decided to split the Empire into two pieces. One would be the Western Empire which is based in Rome and the Eastern Empire Byzantium. This plan worked well for the Eastern Empire but not well for the Western Empire due to its collapse. The Eastern Empire continued for thousands of years
