This act, presented by Stephen Douglas of Illinois, tried to combat rising tensions over slavery by giving statehood to the territories of Kansas and Nebraska and also giving them popular sovereignty. This effectively repealed the Missouri Compromise. The political fallout was immense. Northerners felt immensely betrayed by the fact that the Missouri Compromise was repealed, putting even more weight in the theory of Slave Power. The main problems were in Kansas, though. When elections were held, Missouri and Nebraska pro-slavery settlers came into Kansas and voted for slavery. The pro-slavery faction won, but anti-slavery factions refused to abide by the decision because of the massive fraud. The situation devolved into armed conflict. At least 300 settlers were killed. John Brown's famous Pottawatomie massacre occurred, where he killed five pro-slavery settlers with a broadsword. The violence was so great that Kansas was nicknamed "Bleeding Kansas." Eventually, Kansas had a fair referendum and the anti-slavery side won, but by this time, the Civil War had already started.
