During the California Gold Rush, many people moved to California territory, and at the end, California had over 10,000 people, enough to apply for statehood. It applied, but admitting it would upset the balance of free and slave states, as California was a free state. There was much debate (The Great Debate) in Congress as to whether California should be admitted to the union, and talks were about to end in a deadlock. Then, Senator Henry Clay came up with a compromise. California would be admitted to the Union as a free state, slaves could not be traded in the District of Columbia, and Texas would not annex New Mexico. In return, slave states received the passage of the Fugitive Slave Act (which said that slaves who had escaped to the North had to be returned), the promise of popular sovereignty in New Mexico and Utah, and residents of the District of Columbia could keep the slaves they already had. Many northerners were outraged at the fact that they had to report the slaves, that in some cases they had helped to escape, and send them back to their owners. Although the North now had a majority in the Senate and the House, nothing was done about slavery, which outraged northerners even more. This is when the conspiracy theory of Slave Power came to the masses. Southern plantation owners loved the compromise, as it mitigated some of their "property losses."
