Vice President John Calhoun wrote a pamphlet that said that states could choose whether to follow federal laws under states' rights. The process of rejecting and refusing to enforce a federal law at the state level is called nullification. Over the late 1820s and early 1830s, Congress passed a series of protective tariffs. Protective tariffs are tariffs put in place to raise the price of foreign, cheap goods so locally made goods become cheaper. The North was benefited by these tariffs because they now forced the South to buy their goods, but the South had to pay higher prices for the same goods. Thus, the South hated these tariffs. South Carolina insisted that it could nullify these tariffs because they were not in the best interest of the state. When the North threatened to use force, South Carolina threatened to secede. The North gave in and phased out the protective tariffs. Officially, states' rights lost this fight, but South Carolina actually won, as the tariffs were phased out. This increased tensions over the important issue of states' rights, especially as a federal-level executive supported nullification, which was rather shocking. This also gave Southern states more power, as South Carolina had proven that they could get away with nullification.
