The replacement of the pro-union Constitution of 1864 by the newly elected Democratic state legislature marked a significant victory for Maryland Democrats. Most notably, the new constitution eliminated the voter registration and office holding loyalty oath that had been in place since 1864. According to Historian Jennifer Prior, "This oath was the vehicle through which three-fourths of the city's [Baltimore] population was denied the right to vote during the war." This added to the contentiousness that had already existed in the divided city of Baltimore.
