The Tripartite Pact was signed in Berlin and confirmed the three countries (Japan, Germany, and Italy) intentions to establish ‘new orders’ in their respective regions. It was essentially a defensive military alliance, though it was intended as a warning to the US.
Importance to Japanese expansion: This pact strengthened Japan’s new order and created alliances throughout Europe, thus allowing their expansionist policies to be spread throughout the world. Because the pact was intended as a warning, if it attacked one of its members, the others will assist that country. It was hoped that the US would not intervene in any of the on-going conflicts. However, the pact did not include the provision that its members would declare war on the attack country or countries. In fact, the three powers did not work closely with each other. Germany saw Japanese expansion in Asia as a way of weakening both Britain and the US.
International Response: After the pearl harbor attack, Italy and Germany declared war on the United States, which led to the beginning of World War II. Because of this pact, the United States was therefore against Japan, Italy, and Germany in the war.
