jun 15, 2011 - LA HCR 29 Author: Honore (D) Directs studies on how to improve high incarceration and low graduation rates

Description:

Makes legislative findings that Louisiana has high incarceration rates and low graduations rates, and resolves to provide inmates with greater educational and vocational resources and skills training to improve their successful reentry as well as provide greater financial support for state educational resources. Requests the department of public safety and corrections, in support of improved reentry efforts, to study work release programs and determine the feasibility, practicality and cost effectiveness of transferring part of the money generated by work release to the last in-state school an offender attended. Directs the department to collaborate with the Louisiana Sheriffs' Association, office of attorney general, the federal agencies administering work release, the board of education, and any other agencies/entities the department deems appropriate, and asks that the department report its finding to the legislature prior to the convening of the 2012 regular session.
