Description:

-Union's draft

-recent German/Irish immigrants refused to service (said it wasn't their war) and Northern Dems (hated lincoln's policies) used the furor to bolster their party, saying lincoln didn't have power to conscript poor whites and free African Americans.

-led to draft riots in NYC

-in contested areas, Union gov treated draft resisters/enemy sympathizers harshly (sympathizers faced taxes, habeas corpus suspension, imprisonment without trial)(military courts in charge of those discouraging enlistment/resisting draft b/c local juries would have acquitted)
-Union states oftentimes used incentives for recruits. They met local quotas for the Militia Act of 1862 with cash bounties and signed up a million men.
