Southern slaves ran to Union camps.


before: Lincoln disagrees with Fremont's field order to free slaves, Lincoln's mind changes w/ Radical Republican pressure, field commander pressure, reports of many African American refugees who risked their lives and supported the Union, leading him to draft a general proclamation of emancipation starting July 1862. He tested things in public statements and got the public ready to think that emancipation might be the best way to save the Union. Lincoln was told to wait to announce emancipation until after a Union victory. Antietam happened.

during: lincoln issues the preliminary proclamation of emancipation. He based its legal authority on his duty to suppress rebellion. He warned he would abolish slavery in all states that remained out of the Union on January 1, 1863. Rebel states ould keep slavery if they renounced secession, but none did. Lincoln left slavery in Union-controlled border states (Maryland/Missouri) and areas occupied by Union armies (western and central Tennessee, western Virginia, and southern Louisiana)
