After police tracked down The Winter Soldier to Bucharest, they arrive to see Captain America helping him escape, along with the Black Panther, a Wakandan Myth chasing down the two.
Eventually the chase stops and all three are arrested.
The Black Panther turns out to be T-Challa
After arriving at a Counter-Terrorist facility, Helmut Zemo, who has recovered a book that has the brainwash trigger words for the Winter Soldier, impersonates the investigator for SHIELD.
Zemo sets off an EMP device near the city's powerlines, causing mass panic at the facility. He uses the book to trigger Bucky to turn into the Winter Soldier
After knocking out Bucky in a nearby River, Steve Rogers and Sam Wilson hide in an abandoned warehouse. Bucky recalls his conversation with Zemo, who asked again about a mission he did on December 16th, 1991.
Bucky, assuming Zemo was talking about the super-soldier serum, thought Zemo was after "Elite-Death Squad" 4 other soldiers just like him who were still in cryosleep and could "take down an entire nation in a night"
