After decades of planning, HYDRA leader Adrian Pierce launches a mass genocide plan of killing everyone who would oppose HYDRA using SHIELD's helicarriers. He said the plan of using the helicarriers was to keep liability on every possible cirminal.
Captain America, Black Widow and the Falcon (Sam Wilson) together take on HYDRA and take down all 3 helicarriers and expose all of HYDRA's secrets over the internet.
The Winter Soldier fights to keep HYDRA's plan running along. Him and Captain America fight it out. After Captain America is bested in combat, he attempts to rejog Bucky's mind. After they both fall into the river, Captain America falls unconscious and Bucky Barnes pulls him out of the river
