The Kansas Nebraska Act allowed people in Kansas and Nebraska to decide if they wanted slavery or not by voting (popular sovereignty). The Kansas Nebraska act would repealed the 36/30 latitude line of the Missouri Compromise. This would change the balance of slavery in new territories.
