Hough was the 1st Chief of the U.S. Division of Forestry. He was originially a trained physician but shifted his focus to forestry and botany.


Effect on Oregon Forestry:
He contributed to Oregon Forestry by presenting his case regarding the Mediterranean countries and how they have overused their resources. He ushered in the age of the U.S. government helping conserve resources and basically had the effect that helped protect Oregon forests as well.
