William Penn (1644 – 1718) Penn was an English Quaker who suffered religious persecution in England. Penn helped to write the Pennsylvania Frame of Government (1682), which included democratic principles and the principal of religious tolerance. Penn was also an early advocate for uniting the different colonies of America.
