- Empowered local revolutionary committees to arrest "those who by their conduct, relations or language spoken or written, have shown themselves partisans f tyranny or federalism and enemies of liberty"
- 1793-94 there were over 200,000 citizens who were detained under this law
- anyone suspected of being counterrevolutionary could be detained, this went to the extent of: o you were not enthusiastic about revolution, however if you were over enthusiastic you could also cause suspicion
