- Leopold and Frederick met in Pillnitz, Saxony
- Both were concerned about the possible spread of revolution, they also faced increased pressure from emigres to intervene
- The declaration was largely symbolic, Austria and Prussia vowed to commit troops only if all major European leaders intervened
- In France it was seen as a threat and led to increased radicalisation
