Regardless, Nunes took the unusual move of forcing them to appear even though the standard practice is to forego a hearing when witnesses indicate in advance that they will refuse to testify. The subpoena itself was also unusual in that it was signed only by Nunes. It is unclear whether other committee Republicans agreed to or knew of the subpoena being issued, and committee Democrats first learned of the subpoena from media reports
