Description:
The empire was a collection of people and clans. Charlemagne divided his kingdom into counties, each of the 600 governed by a count they solved legal issues, published royal orders and raised troops for the army. Charlemagne also appointed 'missi domici' or agents of the lord who handled judicial and finance issues. In reality the counties weren't held together by the central government but by alliances among powerfull families, promising faith and loyality. Charlemagne himself was more then aware of this and had 4 legal wives and sired childeren when he was over 65.
