Description:
People and landowners had to pay taxes to the kingdom. Criminal offences were sometimes punished with fines. The smithing of coins was done only by the royals. Just like in Rome the city and surrounding was used as an administrative system called a civitas. Comites were royals or senior officials later called count who presided over the civitas. dukes were millitary leaders, commanding troops. Rulers were away quite a lot to check up on their kingdom.
