In 1790, fear of the French Revolution pushed the German world toward its first tiny hint of “German unity.”
The German princes, who normally valued their diversity and independence, suddenly felt threatened by France.
This fear caused Austria (Leopold II) and Prussia (Frederick William II) — the two biggest German powers — to temporarily cooperate.
Their agreement to work together was signed in 1790 at the Convention of Reichenbach.
