Description:
Previously, video games were only under the jurisdiction of the General Administration of Press and Publication. Later policies, however, stipulated that the Ministry of Culture would also be responsible for reviewing and managing online cultural content. This created confusion over the division of authority between the two agencies — and, in time, more departments became involved as well. The resulting overlap repeatedly hindered the development of China’s video game industry.
