In 1993 the US Border patrol made an effort to make the El Paso sector of the border more secure and established Operation ‘Hold the Line’ and it succeeded.
the reduction in illegal crossings in El Paso let the border patrol focus on the san diego border because it alone was accountable for more than half of illegal immigrants. What they did there was similar to what they did in el paso called operation gatekeeper which started in 1994 and it worked reducing the amount of illegal crossings by more than 75% in the following few years. after this was done and illegal immigration was at a manageable amount the border patrol started to focus on other areas like anti-smuggling and rescue units like BORSTAR.
