Concerning parole boards, decreases from three votes to two votes of a three-member panel and from a unanimous vote to a majority of votes for a panel greater than three-members in order to grant parole for an inmate who has not been convicted of a crime of violence or a sex offense, has not committed any disciplinary offenses in the 12 months prior to parole consideration, has completed the mandatory minimum 100 hours of pre-release programming, has completed substance abuse treatment, if required, has obtained a GED or an alternative educational or job training program, and has a low-risk level as determined by a validated risk assessment. Requires that an inmate convicted of a crime of violence against a peace officer may only be granted parole when at least five of the seven parole board members are present and the vote is unanimous.
