One of the many reasons that the dakota war started is because the government didn’t care about the annuity payments and they were two months late. So, without money it would be pointless to have traders keep their shops open for dakota to walk in and out with free food, hunting tools and more. So the traders closed their door on the dakota, essentially, locking away their food, guns, and land.
