As Britain began to take a more direct watch over the colonies, they began to create more and more expenses for themselves, with the need for barracks to be built, and food for the soldiers they were placing there. In order to offset these costs, a man named Charles Townshend devised a new taxation for glass, lead, paints, paper, and tea. For most this was seen as an abuse of power, and would later fuel the need for a revolution, but for Britain it was a somewhat successful means in which to control the colonists further, with the production of an in-colony military dissuading revolts, as would be evident later in the Boston Massacre.
