According to the editors at shmoop.com, "The federal convention meets at the State House. Every state except Rhode Island will eventually be represented, but for the first two weeks of the convention, only two state delegations (Pennsylvania and Virginia) are present and they have to keep adjourning daily until the quorum is reached."
