Towards the end of the 19th century, business trusts develop causing manipulation of prices and much more competition. Many states used laws to regulate corruption, however trusts just developed in states such as Delaware and New Jersey. The Act named after the US senator of Ohio, John Sherman was the first federal action to stop any combination or forming of trusts. Many congressmen believe this would be hard to enforce, but look good to the public. The Law lacked specifics so many years of court cases debating the laws meaning.
