While this is not the date the AOC were not adopted by the US, it is the date they were ratified by all 13 states and I believe that to be more significant. They were written by John Dickinson and was signed in Philadelphia by the last two Maryland delegates. Its purpose was to establish the functions of the US national government after we declared independence from Great Britain.
