it is a spinning frame that is powered by a wooded water-wheel. this has been around since the beginning of ancient Egypt Times. it was reinvented by Englishman Richard Arkwright, he reinvented this device in 1769, his original idea contained a cotton thread which was first used in 1765. this device was build to use flowing water as a source of power.
