The Embargo Act was implemented in order to stop the impressment (capture) of American ships by the British. With those around him urging war, Jefferson sought out an economic solution. This resulted in the embargo. In relation to Work and Exchange, this embargo significantly hindered economic progress, and essentially cutoff trade in the US. This led to hardships for farmers and others who relied on trade for their livelihoods. In the end, it was repealed a day before Jefferson's presidency was over.
